On 3 February 2026, the Georgian Parliament approved, in first reading under an expedited procedure, amendments to the Law “On General Education” with 82 votes in favor and 8 against. The draft law was introduced by Deputy Minister of Education, Science and Youth, Zviad Gabisonia, who outlined the key innovations.
According to the reporter, full general education will comprise no less than 11 and no more than 12 years.
Primary education will last 6 years (Grades I–VI), basic education – 3 years (Grades VII–IX), and secondary education – 2 years (Grades X and XI). In addition, one optional year, Grade XII, will be introduced.
The school entry age will be 6 years, provided the child reaches this age by 15 September. At the primary level, wearing a school uniform will be mandatory, with the design approved by the Ministry.
The procedure for granting textbook endorsements will be abolished. Instead, the Ministry of Education, Science and Youth will develop, print, and provide school textbooks to general education institutions free of charge for temporary student use.
The amendments also introduce stricter measures for school safety: teachers or staff who commit acts of violence against students or colleagues and are dismissed from employment will be prohibited from working in general education institutions for three years.
Finally, the Ministry will approve general rules regulating the use of electronic devices, including mobile phones, by students in public schools.
