MP Irakli Kadagishvili: Current climate dictates bringing regional and infrastructure portfolio back under single ministry

“We do not possess a fully fledged regional state structure, not because the government lacks the desire to establish one, but because our Constitution explicitly stipulates that Georgia’s administrative-territorial arrangement shall be formally defined only after full territorial integrity is restored,” stated MP Irakli Kadagishvili, Chairman of the Parliamentary Committee on Self-Government.

Kadagishvili noted that across the globe, sovereign states typically operate in central, regional, and municipal tiers of governance.

“In Georgia, governance operates through a single-tier self-government system alongside the central authority. Under these circumstances, the government is seeking to develop local self-government to compensate for the structural void left by the absence of regional governance, primarily by reorganising central government responsibilities through various mechanisms.

Today’s political climate dictates that regional development and infrastructure affairs should once again be brought under the single ministry. These institutional adjustments do not represent any dramatic shift in course,” Kadagishvili added.
