MFA: CoE Sec/Gen presents Consolidated Report on Conflict in Georgia, welcomes peaceful conflict resolution
On April 30, 2025, the 1,527th meeting of the Committee of Ministers’ Deputies of the Council of Europe reviewed the 31st Consolidated Report of the Secretary-General titled ‘The Conflict in Georgia.’ Deputy Minister of Foreign Affairs of Georgia, Lasha Darsalia, participated in the session, according to the Ministry of Foreign Affairs of Georgia.
The report, which covers the period from October 2024 to March 2025, highlights the grave security, humanitarian, and human rights situation in Georgia’s Russian-occupied regions and along the occupation line.
The Secretary General of the Council of Europe, Alain Berset, presented the report. Berset reaffirmed support for Georgia’s peaceful conflict resolution policy and stated that the Council of Europe would continue to monitor the situation through biannual consolidated reports. He condemned the deteriorating conditions in the occupied territories, including the killings of Georgian citizens, and expressed serious concern over the restricted access of international humanitarian actors, including Council of Europe institutions.
Berset also reiterated support for the Geneva International Discussions and emphasized key rulings by the European Court of Human Rights.
Deputy Minister Darsalia thanked the Secretary-General and the Committee of Ministers for their continued attention to Georgia. He briefed participants on developments during the reporting period, including Russia’s ongoing violations of the August 12, 2008 ceasefire agreement and the intensification of its effective control over Georgian territory. He also discussed the status of the Geneva negotiations and underscored European Court of Human Rights decisions affirming Russia’s occupation and control.
The Ministry of Foreign Affairs of Georgia welcomed the adoption of the 31st Consolidated Report and stressed the importance of keeping Georgia’s issue on the Council of Europe’s political agenda.
