The Public Broadcaster, which is established by the Georgian Law “On Broadcasting” as a national broadcaster and responsible media outlet, carries out its activities in accordance with the content obligations set by the same law and serves the entire society, fully adhering to journalistic ethics norms, objectively, taking into account the principles of transparency, fairness, and impartiality, which was also confirmed by the OSCE/ODIHR conclusion.
For the past three weeks, the Public Broadcaster has been operating in emergency mode, providing coverage of all events on the GPB First Channel. This includes extensive reporting on protest rallies, marches, and processions occurring not only in Tbilisi but also in other cities throughout the country.
While the participants of the rally organized by the initiative group at the Public Broadcaster refer to the phrase “hard-fought airtime,” we categorically disagree with this characterization. We believe that the Public Broadcaster has consistently provided a platform for diverse opinions from various segments of society to be aired.
The decision made in emergency mode to allow members of the initiative group to discuss important issues on the GPB First Channel remains in effect and continues to operate within the framework established by the broadcaster. This choice was made by the Public Broadcaster in light of ongoing developments in the country and in consideration of public interests. However, it is equally important to recognize, safeguard, and uphold the editorial independence of the broadcaster, as well as to ensure that it is free from any undue pressure. Such independence is guaranteed and protected by the Constitution and the law.
However, a new demand has been made to the Public Broadcaster for the allocation of additional “daytime airtime.”
It is important to note that the channel’s management has held numerous meetings with representatives of the initiative group. During all of these meetings, the broadcaster has clearly communicated that the news service continues to operate in special mode on a daily basis, providing both daytime and evening broadcasts. At the same time, the initiative group has the opportunity for their selected public representatives to discuss relevant and important issues on the GPB First Channel.
The Public Broadcaster is an independent media organization, and it is unacceptable to exert such pressure on it in the name of democracy, as it has a professional obligation to independently plan formats and broadcasting schedules.
We urge the initiative group to cease its deliberate discrediting and pressure on the Public Broadcaster. The goal should not be to transform the broadcaster into a political party or actor, nor should it impose responsibilities that are neither its function nor obligation.
The Public Broadcaster remains committed to fundamental values, primarily fairness and journalistic integrity. It dedicates airtime to all significant topics and organizes public discussions, which, in our view, promote dialogue and understanding rather than radicalization.
