Euro-Optimists research bureaucratic expenses

Euro-Optimists, MPs Khatia Dekanoidze and Roman Gotsiridze conducted research on the volume and expenses of the bureaucratic apparatus.

Based on the research, bureaucratic expenses in the state budget tend to increase year-on-year and the wages of those employed in public juridical entities go up. The amount issued in 2013-2022 exceeded GEL 16,8 billion.

The number of freelancers in 2022 compared to 2016 increased by 18,470 people, while the number of personnel employed based on labor contracts was reduced.

The research says that freelancers are loyal to the ruling party and play a significant role in the election process. Nepotism and political influence, as well as irrational use of the state resources, are observed.

Selection of the staff in public service institutions through a “facilitated and non-transparent rule” generates distrust. Their duties and obligations in labor contracts are vague.”

“The number of people employed under labor contracts and their wages remain a significant challenge for the country. The heavier the bureaucratic burden, the more money is wasted from the budget. Therefore, it is necessary to have a bureaucratic apparatus to the extent that will be sufficient for the effective implementation of the state goals,” reads the research.
