City Council member Odisharia: Rising capital budget reflects Tbilisi’s positive development
The capital’s budget has increased, which indicates a rise in the number of taxpayers and shows that Tbilisi is developing in the right direction, said Beka Odisharia, Chairman of the Tbilisi City Council’s Education and Culture Commission, responding to opposition members during a City Council session.
According to Odisharia, the Constitution of Georgia prohibits the introduction of additional taxes.
“I would like to clarify for those who may misunderstand the tax system that no one is being taxed more. The Constitution strictly prohibits the introduction of additional taxes. In Western countries, being a taxpayer is considered a matter of pride. Naturally, the greater the number of individuals, enterprises, and companies paying taxes, the greater the benefit for both the country and the municipality. The increase in our budget indicates growth in the number of taxpayers and confirms that the capital is developing in the right direction. The city’s budget amounts to approximately 2.2 billion GEL, around 27% of which will be allocated to social programs. Numerous development projects are also planned.”said Beka Odisharia.
The Tbilisi City Council has approved the capital’s 2026 budget, totalling 2,193,388,700 GEL.
