Aleko Elisashvili charged with second count of terrorism over Tbilisi Court arson
Prosecutor’s Office has brought charges against Aleksandre Elisashvili in connection with a second episode of terrorism, an arson attack carried out on May 4, 2025. The announcement was made in an official statement issued by the Prosecutor’s Office.
“In the course of an investigation conducted by the Investigative Division of the Tbilisi Prosecutor’s Office, it was established that, acting in accordance with a premeditated plan, Aleksandre Elisashvili, masked and armed with the materials required to carry out a terrorist act, arrived at approximately 03:44 on May 4, 2025 at the rear of the Tbilisi City Court building, located at 64 Agmashenebeli Avenue, where the court’s archive is housed.
Initially, the accused climbed onto the ventilation pipe and attempted to open the window, but was unsuccessful. He then descended the stairs and, using the window, threw a flammable substance containing petroleum products into the archive room, igniting a fire inside. Subsequently, he returned to the adjacent window, located near the second archive room, and immediately after climbing onto the ventilation pipe, set fire to the window and the wires. As a result of Aleksandre Elisashvili’s actions, a blaze erupted on the exterior façade of the court building and within the archive, which housed hundreds of criminal, civil, and administrative cases. The fire and rescue services have eventually extinguished the fire.
Through these actions, Elisashvili caused substantial material damage to the City Court by destroying infrastructure, individual case files, and other significant materials, with the deliberate aim of destabilising one branch of state power, the judiciary and the administration of justice. His actions also placed the lives and physical safety of three court bailiff officers present in the building at the time in serious jeopardy.
Elisashvili has been charged under Article 323, Part 1 of the Criminal Code of Georgia, which provides for a custodial sentence of up to 15 years’ imprisonment.
The Prosecutor’s Office will submit an application to the court within the statutory time limit to request a date for a pre-trial hearing.
It is recalled that Elisashvili has already been charged in connection with an attempted terrorist attack at the Tbilisi City Court on November 29, 2025, under Article 19-323, Part 1 of the Criminal Code of Georgia, and remains in custody in a penitentiary facility,” the Prosecutor’s Office statement reads.
