The Chairman of Georgian Dream, Prime Minister Irakli Kobakhidze, voiced a statement on behalf of the party’s Political Council, which the Georgian Public Broadcaster presents as delivered:

“Over the past few weeks, the entirely unfounded attacks on Georgia by the European bureaucracy have become so pervasive that, as a political team accountable to the Georgian people and responsible for maintaining peace and stability in our country, we feel compelled to clarify the underlying political motives that remain hidden beneath the surface of this hostile campaign against Georgia.

The public vividly remembers that the completely unjust treatment of the government elected by our country and the Georgian people coincided with the outbreak of the war in Ukraine. The previous U.S. administration – Biden himself, Secretary of State Blinken, former Ambassador Degnan, and other high-ranking officials-continuously attacked Georgia in a completely baseless manner, without any factual grounds. They accused us of being in league with Russia and violating the strategic partnership enshrined in agreements, even though Georgia did everything politically possible to support Ukraine. We joined hundreds of resolutions, co-sponsored investigations into war crimes, sheltered Ukrainian refugees, provided humanitarian aid to the war-torn country, and conscientiously adhered to sanctions standards. The conclusion on the issue of sanctions circumvention was issued by Mr O’Brien [Ambassador James O’Brien, Head of the Office of Sanctions Coordination], the sanctions coordinator, who came directly from the United States, and he even expressed gratitude toward our country.

Against this backdrop, we publicly initiated a discussion and posed a rhetorical question: So, what is it that Georgia has failed to do that continuously subjects us to blackmail? Soon, our political team and Georgian society provided the answer themselves: we did not get involved in the war, nor did we open a second front against Russia on our soil. It is precisely because of this stance that the then administration – led by the Global War Party, the same Deep State – decided to punish Georgia. The demand for Georgia to participate in hostilities went beyond mere behind-the-scenes hints; it became overt shortly after the outbreak of the Ukraine war, when specific high-ranking Ukrainian officials explicitly called for Georgia to open a second front. Danilov, Podolyak, Goncharenko, and others openly spoke about the necessity of such a move in our country.

The failure to adhere to the directives of the Global War Party and the refusal to open a second front would inevitably bring problems to the Georgian government – an initial warning clearly echoed in the rhetoric of the Biden administration. Soon after, these threats transformed into action: unjustified sanctions were imposed, and, demonstratively – and for reasons still unclear – they annulled the strategic partnership agreement signed with Georgia. Ultimately, Bidzina Ivanishvili, the founder and honorary chairman of Georgian Dream, was falsely accused of colluding with Russia, with no basis or evidence, and sanctions were levied against him.

This blackmail and pressure served a simple, sinister purpose: through the Biden administration, the Global War Party aimed to convince the Georgian people that their government had strayed from the Western course. Subsequently, they sought to install, through the will of the Georgian people, a puppet government – one that, in practice, would drag the country into war the very next day.

In response, Georgian society took a noble and worthy step, fully recognising that the government had saved the country from collapse and the devastating consequences of war. This recognition granted our political team even greater legitimacy in the 2024 elections. On our part, guided by our sense of responsibility to Georgian society, we have honourably navigated the externally funded revolutionary processes that followed the elections, upholding peace and ensuring continued economic progress. Studies conducted by reputable international institutions confirm this resilience unequivocally.

Regrettably, it must be stated plainly that today, the pressure exerted on the Georgian government by European bureaucracy is not only continuing but has grown even more intense. It is now no secret that the Global War Party is operating in full coordination with European authorities, engaging in heightened blackmail against our country. The objective remains unchanged: to manipulate public opinion against the government, to oust our political team – deemedunsuitableby the Global War Party because it opposes opening a second front against Russia – by any means necessary. In exchange, they seek to install a puppet regime under their influence. Unlike us, the radical opposition is prepared to execute any external directive, including the most dangerous of all – dragging the country into war.

All the provocative actions undertaken by the European bureaucracy, led by the Global War Party, are aimed at regime change and bolstering the opposition. In just the past few weeks, the European Parliament has passed its seventh resolution condemning our country and people, while expressing support for the radical opposition; the Foreign Ministers issued a joint letter threatening to suspend visa-free travel; three discussions in Brussels have addressed Georgia’s case, focusing on sanctions and the potential cancellation of free trade agreements; and finally, the European Commission sent a letter outlining conditions for our government, including demands to repeal laws on transparency and family values – otherwise, they threaten to revoke visa-free travel. The question naturally arises: what do laws on transparency or family values have in common with visa liberalisation? Clearly, these issues are unrelated. Yet, the Eurobureaucracy, coordinated by the Global War Party, is attempting to find a pretext for the blackmail and pressure it is exerting.

Today, it is already clear that the demand for Georgia to participate in the Russian-Ukrainian war is not only persisting but growing stronger. As we have observed, the Global War Party is leveraging European Union institutions and individual bureaucrats to achieve this goal. We must once again make it unequivocally clear to the public: the desire to open a second front in Georgia is so intense that the Global War Party has mobilised the entire European bureaucracy as an instrument of attack against our country. As a final weapon, they consider the suspension of visa-free travel – an ominous trump card still in their hands. Those who seek to drag our nation into war believe that if they eliminate visa-free travel with the European Union – even under false pretences – this will incite such widespread unrest within society that it will ultimately lead to the overthrow of the government and the installation of an agent at the helm of our country.

As for the threat of war, no deep analysis is necessary to see that this threat remains very much alive. The Global War Party is doing everything possible to pin the Ukrainian conflict on Europe from start to finish, thus attempting to kill two birds with one stone: destroying both Europe and Russia simultaneously. In this plan, the need to open a second front in Georgia remains as urgent as it was at the outset of the war. Perhaps even more so now, this issue has become a matter of principle for the Global War Party. Today, the rhetoric of war from leaders of EU member states is so intense that not only does the military confrontation seem nowhere near resolution, but all efforts are directed toward prolonging it. The continued arming of Ukraine, the supply of long-range weapons, the tightening of sanctions against Russia, and the statements by retired generals about preparing for war with Russia shortly – all clearly demonstrate the Global War Party‘s plan to escalate and intensify the Russo-Ukrainian conflict at Europe’s expense. As we have noted, this strategy aims to weaken both the European Union and Russia – and, indeed, it will. It is also worth highlighting the recent decision by EU member states to allocate 5% of their GDP to military spending, a figure that exceeds 15% of their national budgets.

This step, driven by the Global War Party, transforms European countries into militarised nations. On one hand, this escalation heightens the risk of military conflict across the continent. On the other hand, increasing military spending will only deepen the economic hardships and social unrest within the European Union. In these challenging circumstances, we must proceed with extreme caution, ensuring that society does not succumb to the blackmail and provocations of the European bureaucracy, nor make a move that could lead to the unconditional destruction of our country.

Regarding the role of the United States in current developments, it is a fact that the attitude of the present administration toward Georgia has undergone a radical shift. The unfair stance propagated by the previous administration – and which has been continued, even more aggressively, by official Brussels – has finally been halted. We have repeatedly stated, and we reaffirm once again, our wish for President Trump’s success in the fight against the Deep State. However, we also harbour a reasonable suspicion that this struggle may not culminate in the defeat of the Deep State, but rather in its rebranding. The true aim could be to sideline the United States, forcefully drag Europe into the Russian-Ukrainian war, and ultimately, bring about the simultaneous destruction of both Europe and Russia.

Time will tell. However, it must be honestly acknowledged that the current administration has done nothing to correct the mistakes of its predecessor regarding Georgia. The unjust sanctions remain in place, and our openly expressed desire to start relations anew from a clean slate remains unaddressed.

Once again, we sincerely hope that President Trump fulfils one of his main campaign promises – to dismantle the Deep State. Otherwise, the Deep State, the same Global War Party, will not only threaten America – as Donald Trump himself warned – but will also bring destruction to Europe,the statement by the Georgian Dream Political Council reads.
