Prosecutor’s Office: Clarification of charges underway for 64 accused of plotting government overthrow

The Prosecutor’s Office of Georgia announced that the procedure for clarifying charges against 64 individuals accused of various offenses connected to the October 4, 2025, events during the local self-government elections in Tbilisi is currently underway.

According to the Prosecutor’s Office, the defendants are accused of attempting to seize a strategic facility as a group, organizing, leading, and participating in group violence, and publicly calling for the violent change of Georgia’s constitutional order or the overthrow of the state government.

The investigative agency noted that for 63 defendants, the clarification concerns only the wording and description of the alleged crimes, with no change in the legal qualifications. However, for one defendant, Nana Sander, the charges have been reclassified.

“The accused was previously charged under Part 1 of Article 225 of the Criminal Code of Georgia (organization of group violence). The charges are now being clarified to include both Part 1 of Article 225 and Article 317 (public call for the violent change of the constitutional order of Georgia or the overthrow of the state government),” the Prosecutor’s Office said in its statement.

The investigation into the criminal cases is ongoing and being conducted by the Central Criminal Police Department of the Ministry of Internal Affairs.
