Parliament approves changes to property tax threshold at first reading

The Georgian Parliament has considered amendments to the Tax Code of Georgia under an expedited procedure and approved them by 82 votes at the first reading.

Under the bill, the existing multi-tier system, including the GEL 40,000 income threshold and corresponding rates, will be abolished. A single GEL 100,000 income threshold will instead be established, below which individuals will be fully exempt from property tax.

The amendment will apply to property tax that, under the Tax Code of Georgia, is subject to declaration in 2026.

According to Paata Kvizhinadze, Chairman of the Parliament’s Finance and Budget Committee and the bill’s rapporteur, the amendment will affect 81,000 families.

The legislative change will take effect immediately upon publication.
