Groupe ADP to invest USD 150 million in expansion of Tbilisi International Airport
French aviation group Groupe ADP, one of the world’s largest international airport operators, will invest approximately USD 150 million in the next stage of development of Tbilisi International Airport, the Ministry of Economy and Sustainable Development reported.
Under an agreement signed with the United Airports of Georgia LLC of the Ministry of Economy and Sustainable Development, Groupe ADP—through its subsidiary TAV Georgia, which manages Tbilisi International Airport—will continue operating the airport for the next five years under renewed terms agreed with the state.
The signing ceremony was attended by Prime Minister of Georgia Irakli Kobakhidze, Minister of Economy and Sustainable Development Mariam Kvrivishvili, Groupe ADP Chairman and CEO Philippe Pascal, TAV Airports President Serkan Kaptan, and representatives of both the public and private sectors.
According to the Ministry of Economy, Georgia’s long-standing cooperation with the French state-owned Groupe ADP is based on high mutual trust and a shared strategic vision aligned with the country’s long-term civil aviation development goals. The successful 20-year partnership with TAV Georgia laid the foundation for an expanded phase of cooperation aimed at ensuring the sustainable development of Tbilisi International Airport, enhancing its international competitiveness, and strengthening Georgia’s role as a regional aviation hub.
As part of the agreement, Groupe ADP will make an unprecedented investment of approximately USD 150 million in airport infrastructure between 2027 and 2031. The agreement, signed by Levan Moseshvili, Director General of the United Airports of Georgia, and Tea Zakaradze, General Manager of TAV Georgia, defines key aspects of the airport’s infrastructural expansion and operational development until the launch of the new international airport in 2031.
The investment envisages a large-scale expansion of the existing terminal, increasing total capacity by around 50 percent. The project includes the development of both arrival and departure zones, raising annual passenger capacity from the current 5 million to at least 10 million. The number of aircraft stands will increase from 58 to 65, and the airport apron will be significantly expanded.
In line with the agreement, the United Airports of Georgia will receive an advance payment of USD 25 million, while annual revenues from Tbilisi International Airport are expected to triple compared to current levels. The airport management company will also support airline marketing programs to facilitate the development of new routes and attract additional international carriers.
The investment aims to ensure the long-term sustainable development of Tbilisi International Airport, bring its operations fully in line with international standards, and enhance Georgia’s connectivity. The project is expected to significantly improve passenger services, boost tourism and business mobility, and generate additional economic benefits for the country.
The Ministry of Economy and Sustainable Development of Georgia said the new phase of partnership with Groupe ADP once again confirms Georgia’s investment attractiveness and the confidence of international partners in the country’s infrastructure development strategy.
