First Deputy Minister of Education: Tuition at state universities is free

“Tuition at state universities is free for students enrolled in the 2026–2027 academic year; this means that the state fully and unconditionally covers the tuition fees for these students at state universities for the first two semesters,” said Zviad Gabisonia, First Deputy Minister of Education, Science and Youth Affairs.

According to Gabisonia, to retain 100% funding, a student must earn more than 80% of the required credits, meaning they may have at most one discipline left to pass.

“In such a case, the student’s full financing will continue, while if he/he fails to complete more than 80% of the coursework, the state will cover 50% of their tuition fees. In other words, if a student accumulates more than 80% of the required credits starting from the third semester, the state will continue to fully fund their tuition.

This is a widely practised attitude globally and represents the recommendation from the World Bank experts. Even if a student fails to earn credit for only one discipline in the third semester but accumulates all required credits in the following semester, full funding will be reinstated.

This does not only concern academic performance, achievements and points but also collecting sufficient credits. Overcoming the 51-point threshold in a discipline implies that the student has earned the credit. Importantly, if a student, having previously received 50% funding, restores their academic standing to the 100% level, the state will resume fully covering their tuition costs,” he said.
