Child Car Seats to Become Mandatory for Preschoolers Under New Road Safety Strategy

Georgia plans to introduce legislative changes requiring the use of child car seats for preschool-age children, according to the country’s 2026–2030 National Road Safety Strategy.

Under the planned changes, the use of child safety seats will initially become mandatory for children of preschool age.

The strategy also provides for the creation of a unified online platform featuring road safety educational resources adapted for both parents and children.

“Pedestrians, children, people using two-wheeled vehicles — including motorcycles, mopeds and electric scooters — and persons with disabilities are among the most vulnerable road users. Particular attention should therefore be paid to ensuring the safety of these groups,” the strategy states.

According to the document, road safety education will also be incorporated into preschool education programs to help children develop safe road behavior from an early age.

In addition to introducing mandatory child car seats for preschool-age children, the strategy calls for infrastructure to be designed and adapted to provide greater protection for vulnerable road users.

The government also plans to conduct social campaigns highlighting the importance of pedestrians complying with traffic regulations.

Meanwhile, given the global increase in road accidents and fatalities involving electric scooter users, the existing legal framework governing their use will undergo an in-depth review, with relevant recommendations to be developed to improve their safe operation.
