ISFED: Misbalances in summary protocols mostly corrected on ballot day
The International Society for Fair Elections and Democracy (ISFED) reported that the Central Election Commission (CEC) corrected most of the precinct summary protocols of the October 31 Parliamentary elections on the ballot day.
The Parallel Vote Tabulation (PVT) previously detected misbalances in 8% of the summary protocols.
During a press conference held at the organization office, ISFED representatives explained that 1.3% of polling stations missed the explanatory notes, suspicious corrections were made in 0.6% of precincts, 1.8% of summary protocols were corrected with faults (lacking seal, data, signature). The 0.7% of summary protocols were corrected based on adjustment protocols. 25.8% of the polling stations lacked cast ballots in the proportional summary protocols.
According to ISFED, the summary protocol is a main legal factor that measures the legitimacy of the elections. The legislation strictly defines its compiling rule. Amended protocols were widely practiced during the October 31 elections and were mainly issued without formal or legal grounds.
