“We would like to see holistic reform,” said a Venice Commission member Eirik Holmøyvik during a joint press point in Tbilisi.
“We mean not small changes in individual rules, but we want the Georgian authorities, majority, and the opposition, to take a look at the whole system,” he went on.
“Because these laws contain many elements that are tied together to produce a result, fair elections, independent justice. So we want these large-scale holistic reforms as we have mentioned in previous opinions. And that is also what we recommend in these opinions on the judiciary and on elections. So we just wanted to add that,” he added.
