Parliament backs amendments to Electoral Code in second reading

Georgian Parliament has endorsed the amendments to the Electoral Code at the second reading today. Ninety-five MPs backed the changes.

MP Shalva Papuashvili, who initiated the edits, reviewed the upcoming amendments.

The reform offers an increase in proportional representation and a 40% threshold for majoritarian elections.

As delivered by MP Papuashvili, the reform suggests to:

  •  stuff Election Commission under the principle of 8 + 9 parity;
  •  introduce a 100-meter radius at polling stations and sanctions for breaching it;
  • use electronic technologies; the principle of random selection/recalculation of 10% of precincts;
  • ban drafting protocol amendments after sealing the precinct files;
  • modify correction protocol based only on recalculation;
  • extend the deadline for filing a complaint; introduce online filing;
  • to set up a CEC Advisory Group to monitor disputes and recalculation.
