Parliament approves amendments to Law on Grants in third reading

Parliament has approved the amendments to the Law on Grants in its third reading. At today’s plenary session, 84 MPs supported the amendments.

According to the decision, grants issued within the framework of the European Union’s Research and Innovation Program Horizon Europe and the EU’s Erasmus+ Program will no longer require prior approval from the government.

The draft law also categorises technical or expert assistance, knowledge sharing, and other similar contributions as grants. Additionally, exceptions will apply to grants related to defense and security sectors.

Under the amendments, the legal basis for issuing a grant will be either a written agreement between the donor and the recipient or a written decision from the foreign grantor.

The Parliament adopted the Law on Grants several months ago, which mandates that any grant issued in Georgia requires government approval or authorisation by a designated body. Acceptance of grants without such consent is prohibited.
