Kakhaber Sabanadze: When there is immediate threat to life or health of police officer or member of society, police officer has the legal right to apply special measures without warning
“When there is an immediate threat to the life or health of a police officer or a member of the society, the police officer has the right to use special means without warning,” stated First Deputy Minister of Internal Affairs, Kakhaber Sabanadze at a special briefing in the ministry today.
“We explained yesterday and I’ll reiterate today once again that the water cannon, as a special measure of coercion, was used in compliance with the acting legislation. In particular, according to Article 31 of the Law on Police, the police officer has the legal right to use special means without warning, when there is an urgent necessity when lives and health of police officers and members of the community are put in danger. Water cannons were used in full compliance of the mentioned law. When there is an imminent threat to the life or health of a police officer or a member of society when a situation is no allowing to make previous warnings, the police have the right to use special measures without warning, in this case, a water cannon,” said Sabanadze.
