GD to submit impeachment case against President to Constitutional Court
The ruling party Georgian Dream will submit a constitutional case to the Constitutional Court today, initiating impeachment proceedings against President Salome Zourabichvili. The motion, signed by 81 members of Parliament, was confirmed earlier by the Procedural Affairs Committee.
The Constitutional Court will have one month to review the case, and if approved, Parliament must hold a vote on impeachment within two weeks of receiving the court’s report. A two-thirds majority—100 votes—is required to remove the President from office.
Giorgi Kakhiani, a member of the parliamentary majority, explained that the impeachment is based on multiple instances of constitutional violations. He emphasized that the President continued to act without government approval during diplomatic negotiations, despite a previous Constitutional Court ruling requiring such approval.
“Since the last impeachment attempt, there have been nine documented cases of the President exceeding her representative powers by engaging in unauthorized negotiations. The court had already warned her, but she continues to ignore the ruling,” Kakhiani stated.
He added that if Georgian Dream secures a strong majority in the upcoming elections, suspending the President’s powers will be a priority for the new Parliament. Kakhiani criticized the President for allegedly abandoning her constitutional role.
“Instead of upholding the Constitution, the President has aligned herself with the opposition and acts as an agitator for the National Movement. We submitted only facts previously ruled on by the court, so there is no room for dispute,” Kakhiani concluded.
