Bill on transparency of foreign influence to be submitted to Parliament
People’s Power will submit the bill on transparency of foreign influence during the Parliamentary Bureau session on February 20.
The proposed legislation envisages the registration of such non-commercial (non-entrepreneurial) legal entities and media outlets as agents of foreign influence if they derive more than 20% of their income from abroad. According to the authors, the aim of drafting the proposed legislation is to ensure transparency.
According to the draft proposal, everyone suspected of being a foreign agent must be registered in the public registration in database with the same name. The received income must be reported at the time of registration. According to the project, the organisations will be required to fill in the financial declaration every year.
The bill authorizes the Ministry of Justice to conduct research. The organization will be punished for failing to register as an agent of foreign influence or for failing to complete the declaration.
