The parliamentary majority developed and registered the draft resolution in connection with June 20-21 developments.

The Vice-Speaker, leader of the parliamentary majority, Gia Volsky spoke about the project today.

The resolution includes 10 points.

According to the draft resolution, the Parliament of Georgia, as relying on provisions of the Constitution of Georgia and its basic principles, basic rights and freedoms recognized by the Constitution, states that:

1. The protection and respect of the constitutional order of Georgia is the responsibility of the Georgian government and each citizen of Georgia;

2. The protection of freedom of opinion, its peaceful expression and freedom of assembly are principally important in a democratic state;

3. The Government provided maximum freedom of expression, peaceful assembly and manifestation on June 20-21, 2019;

4. The use of citizens’ peaceful protests by individual politicians or political groups for the purpose to act against constitutional order is grossly contrary to the legal principles as well as political morality;

5. Especially disturbing is when it is preceded by systematic public calls from individual politicians to change the government through revolution;

6. The attempt to intrude into the Parliament and organize group violence should be considered as the actions directed against the constitutional order and public security, which give rise to the threat against the state as well as individual citizens.

7. Any action which is directed against the constitutional order and threatens the security of the state, public and citizens, requires appropriate response and investigation by the state institutions, in accordance with the generally recognized principles of law, Constitution and legislation of Georgia;

8. The use of force by the police in response to attempts to intrude into the parliament building was legitimate;

9. Cases of possible exceeding of authority from the Law Enforcers against certain participants of the demonstration necessarily need an adequate reaction from the authorities;

10. To ensure maximum transparency in the investigative process, the engagement of the Public Defender in the investigative process is welcomed.
