Georgian Dream: ISFED to cover information about technical fault in vote calculation

The Head of the International Society for Fair Elections and Democracy (ISFED) yesterday’s statement is even more scandalous. She said she learned about the gross flaw at the end of November, the leader of the parliamentary majority Irakli Kobakhidze said at a briefing at the Georgian Dream headquarters.

According to Kobakhidze, the Head of ISFED has been carefully hiding the falsity of the PVT for two weeks. It is an extremely disturbing fact.

“A few days ago, the non-governmental organization the International Society for Fair Elections and Democracy (ISFED) issued a scandalous statement and admitted a gross flaw in the parallel vote tabulation (PVT). Added to this, the Head of the organization made an even more scandalous statement yesterday that she learned about the gross flaw back at the end of November.

The Head of ISFED was carefully concealing the falsity of the PVT for two weeks, even though the radical opposition has been trying to plunge the situation into crisis based on the PVT results. It is extremely disturbing.

We tried our best to avoid damaging the reputation of the NGO. We have responded to the scandalous information with as soft as possible statement although the flaw allowed by this organization has become the mainstay of the revolutionary scenario of the radical opposition. We consciously did not publicly make any assumption about the PVT manipulation, though had spoken of this fact during the closed meetings. However, unfortunately, the ISFED Head opposed our polite approach with an inappropriate response. The more unfortunate is that the ISFED statement included two pieces of information that could be unequivocally assessed as grossly false.

The first fact is that the ISFED statement reads the error margin does not affect the distribution of seats but, the Georgian Dream had a total of 4 parliamentary seats less according to the preliminary PVT data. The second, much more crucial misinformation is related to the imbalance recorded in the protocols. In particular, ISFED reiterated the following erroneous assessment made in the first statement, which reads as follows: “There was a clear trend in cases of imbalance in the summary protocols when the number of ballot papers exceeded the number of voter signatures, which is a violation. However, the imbalance in some precincts significantly outweighed the isolated cases. This violation was observed in 8% of polling stations”. It is their quote, Kobakhidze said.

The International Society for Fair Elections and Democracy (ISFED) reported on the technical fault in the parallel vote tabulation (PVT) of the October 31 parliamentary elections on December 11. However, the Head of the organization claims the error margin is minor and does not affect the final results. The audited PTV results by ISFED now coincide with the final results of the CEC, taking into account the accuracy margin.
