The Council of Europe should stay loyal to its principles and the countries, which do not fulfill the taken commitments, should be held responsible. This is why, Georgia, Ukraine and the Baltic States did not support the decision made by co-chairmen of ministers of Council of Europe about Russian issue – Davit Zalkaliani, Georgian Minister of Foreign Affairs said when commenting about the resolution made regarding possible return of the Russian delegation in the Parliamentary Assembly of the Council of Europe (PACE).

The same issue was put on the agenda on May 14 and Zalkaliani then focused on non-fulfillment of obligations part of Russia in his speech when speaking in the context of 2008 Georgia-Russia conflict.

Foreign Ministers of the 47-member states of the Council of Europe are meeting in Helsinki, Finland, on 16 and 17 May 2019, in the context of the 70th anniversary of the creation of the Council of Europe.
